As rental costs across the UK continue to climb, a growing number of tenants are turning to an unconventional housing solution: property guardianship. These arrangements allow residents to occupy disused care homes, pubs, schools and other vacant buildings in exchange for rent typically 30-50% below market rates, often with utilities and council tax included. According to the Property Guardian Providers Association (PGPA), between 10,000 and 15,000 property guardians currently live across the UK, with applications rising sharply as housing affordability pressures intensify.

The model offers substantial savings for those willing to embrace communal living and temporary tenure. Katrina, a 29-year-old postgraduate student living in a converted Edwardian mansion in Hampstead, London, pays just £580 per month for her room including bills and council tax—approximately £400 below the London average. Similarly, David Hale and his wife occupy a spacious converted primary school in Brixton for around £1,500 monthly, saving approximately £1,000 compared to conventional private rental costs. These examples illustrate how guardianship can make housing in expensive urban areas accessible to younger professionals, artists and those on limited incomes.

Guardians are typically concentrated in major cities and tend to be aged between 20 and 35, with the scheme now gaining prominence as an alternative housing pathway during the cost-of-living crisis.

Understanding Guardian Rights and Responsibilities

While the financial benefits are clear, property guardianship comes with significantly fewer legal protections than standard tenancy agreements. Guardians hold a "licence to occupy" rather than a tenancy, meaning they have fewer statutory rights. Crucially, residents can be evicted with just 28 days' notice without cause, and landlords retain the right to visit properties unannounced. Guardianship companies are also not obliged to protect deposits or carry out repairs beyond those specified in individual agreements.

Despite these limitations, the PGPA notes that reputable providers operate stringent vetting processes and most guardians develop positive relationships with their properties and communities. The BBC investigation found that established companies like Lowe act "quickly and decisively" when breaches occur, with rare cases of residents being asked to leave due to antisocial behaviour.

For those considering guardianship, the PGPA recommends choosing established providers, reading licence agreements carefully, understanding visitor policies, and recognising that while residents are entitled to a court order before eviction, their tenure remains inherently temporary. Understanding planning alert tools and staying informed about property development plans is also prudent, as developers often purchase these buildings for conversion into standard residential or commercial use.

The Housing Crisis Context

The PGPA argues that property guardianship represents an underutilised solution to the UK's housing shortage, pointing out that over a million homes currently stand empty alongside tens of millions of square feet of non-residential property. From an investor's perspective, guardianship schemes can monetise otherwise dormant assets whilst preventing vacancy-related deterioration.

However, housing charity Shelter expressed concern that the surge in guardianship popularity reflects the desperation many face in securing affordable housing rather than a genuine solution. "For most, this isn't a good alternative to an affordable, stable home," said Shelter's chief executive Sarah Elliott. The precarious nature of guardianship—with residents potentially facing relocation if developments proceed—means it functions best as temporary accommodation rather than long-term housing security.

David Hale's experience demonstrates this reality; whilst guardianship enabled years of savings, both he and his wife view it as a stepping stone toward homeownership rather than a permanent solution, with plans to eventually move into family accommodation.
